Library Card Types

The library offers several types of library cards based on eligibility requirements:

Full Access

Full access library cards are good at all locations of the Wayne County Public Library system and at any CLEVNET consortium member library. These cards may be used to borrow library materials and to access downloadable resources and premium databases available through the library’s website. 

To receive a full access library card, patrons age 18 and older must present valid identification with a permanent mailing address. Examples of acceptable forms of identification include a current driver’s license, state ID or school ID. (Refer to Borrower Registration Policy for a full list of acceptable forms of identification.) If the patron cannot present identification with a permanent mailing address but can provide another form of ID, a temporary library card may be issued with a two-item limit. Minors applying for a full access library card must have a parent or legal guardian show proper identification. The parent or legal guardian is responsible for the appropriateness of materials used by the child, including electronic information, and for payment of charges incurred with the card. The child must be present when the card is signed. 

When a minor turns 18, the patron, now an adult, will need to fill out a new registration form and show proof of address. Any outstanding fines or fees on the existing account are the sole responsibility of the parent or legal guardian who signed for the card. 

An adult whose own card is blocked may not sign for new cards for children. Similarly, when an adult’s library card is no longer in good standing, all accounts for which the adult signed responsibility may be moved into the same status as the adult’s card until the issues are resolved and the account returns to good standing.

Limited Access/Three for Me Card

Three for Me cards provide limited access to those who cannot sign for legal or financial responsibility 

for a full access library card. These cards may be used to check out three print items as well as provide access to eBooks, downloadable resources and premium databases available through the library’s website. 

A child or an adult who cannot sign for legal or financial responsibility may have a Three for Me card in addition to their full access card. No ID or parent or legal guardian signature is needed. The applicant must know their first and last name, date of birth, address, and phone number. These cards may only be used at Wayne County Public Library locations to obtain materials owned by the Wayne County Public Library. 

The library recognizes that it is a parent’s right to monitor what their child has access to at the library. To help facilitate this, the library will send notification to the parent or guardian at the address given on the Three for Me application. If requested, the parent or guardian will be given the Three for Me account information or may request to have the account barred. 

Items checked out on Three for Me cards will not accrue overdue fines. Lost and damaged fees will apply. Lost and damaged items will remain on the account until the items are paid for. 

There are three types of Three for Me library Cards:

Juvenile: 

  • Minors under age 14 

  • Limited to three juvenile print items owned by Wayne County Public Library

Teen:

  • Minors ages 14 to 17 

  • Limited to three print items, any reading level, owned by Wayne County Public Library

Adult:

  • Adults age 18 and older who cannot legally sign for financial responsibility

  • Limited to three print items, any reading level, owned by Wayne County Public Library
